#FamilyFarmTax talking points - a helpful guide:. 1. "It's only 500 farms". No, that's APR claims above £1m made in one year, 2021/22. Many more people than that are affected by the rules. The CLA estimated the total number is 70,000 farms. On the Government's own numbers.

This is very interesting. One of two key funders of CenTax, the institute who first pushed the changes to APR/BPR has just sacked all 10 independent trustees and the chief executive. Reasons are unclear.

Really pleased to have a long meeting with @VictoriaAtkins today on the changes to APR & BPR. She was bang on top of her brief and really understood the impact and implications for farmers and businesses owners. It seems clear there will be no clarity in July, with draft.

This is a really peculiar understanding of a system deliberately set up to incentive saving for retirement, and thereby alleviate the burden on the state in later life. Relief is already capped (lifetime allowance and annual contributions for high earners). I’d be fascinated to.

I’ve been accepting that the APR/BPR changes were foisted on DEFRA at the last minute via James Murray’s terrible idea at the Treasury. There is language you use when that happens, and I am getting hints from Daniel Zeichner’s words that he’s not totally happy spending his.

The introduction of changes to APR/BPR clearly breached the Tax Consultation Framework of 2011. From the last Budget, many people have been asking the Govt to pause, consult and amend the proposal. If they had acted properly we would not be here today.

Has anyone done any work on how growing businesses with private equity funding and covenants against dividends and disposals are meant to find the resources to pay 20% IHT if an owner dies? It has real value demonstrated by the PE engagement, but the beneficiaries will be barred.

Another way of looking at the proposed APR/BPR changes - imagine the Government creating a law where 1 in 30 of all UK businesses are required to pay HMRC 20% of their total value. Every business is put in that lottery every year, even if they paid it last year. If that sounds.

Looking at the figures and taking reasonable estimates, it looks like DEFRA's budget for farming is being cut by about 20% in real terms over the next 3 years. I guess food security isn't high on the pecking order.

At the end of HMRC's enquiries into a deceased estate, they are required by statute to produce a clearance certificate confirming they are done. Executors, especially professionals, often will not distribute assets without it as HMRC might come back for more tax. We are seeing.
