As stated in Europe's Second Constitution: Member States in the EU no longer have unlimited discretion as to when and how citizenship is awarded, particularly if there is a risk of interference with EU citizenship rights.
Thank you @EUCourtPress for an EU constitutional fire cracker in Com v. Malta today declaring EU citizenship 'Staatsraison' (wow!) and "that Union citizenship constitutes the fundamental status of nationals of the Member States." (2 x wow!).

This is good. Just out. CJEU C-181/23 | Commission v Malta (Citizenship by investment). Union citizenship: the Maltese investor citizenship scheme is contrary to EU law.‘commercialisation’ of citizenship is incompatible with the basic concept of Union citizenship
