As stated in Europe's Second Constitution: Member States in the EU no longer have unlimited discretion as to when and how citizenship is awarded, particularly if there is a risk of interference with EU citizenship rights.

This is good. Just out. CJEU C-181/23 | Commission v Malta (Citizenship by investment). Union citizenship: the Maltese investor citizenship scheme is contrary to EU law.‘commercialisation’ of citizenship is incompatible with the basic concept of Union citizenship
