Would Germany allow Netanyahu to visit despite ICC arrest warrant?

For those trying to keep track of where some key players stand on the legality of the Israeli/US strikes: . NATO chief: strikes not illegal.Germany: no reason to criticize the attacks.France: strikes lacked a legal basis.UK: no comment on legality.

Has anyone seen the full statement in which Macron said that the US strikes were "not illegal"?.

I don't think this practice is good, but the president's practice of claiming power to use force without Congressional approval is longstanding and cuts across party lines.

The assertions that US strikes on Iran are obviously unconstitutional is hard to square with the long record of interventions launched without Congress's approval, including Libya (under Obama), Kosovo (under Clinton), Panama (GHW Bush), and Grenada (Reagan).

Trump is going for the Kissinger route to the Nobel.

There was certainly US rhetoric about preemption but the formal argument, as distilled in the letter to the Security Council of March 20, 2003, relied on existing UN resolutions.

I also disagree with claim that the US relied on preemptive self-defense as legal basis for the 2003 Iraq War. I think US position was that the UNSC had authorized force in 1990 and that Iraq's material breach of the ceasefire provisions kept that authorization operative.

Very good explainer by @amandataub on the jus ad bellum in the context of Israel-Iran conflict (but it does suggest that the Caroline standard relates to the use of force overall, rather than specifically to the concept of self-defense).
