One surprise in reporting this story was how Russian support for Khalifa Haftar, the strongman in east Libya, has seemingly increased Europe's appetite for engaging w/ him. “What we don’t do in the East, Russia will do,” said the EU ambassador to Libya, according to leaked docs.
