US military history in Latin America is not a history of "about-faces, contradictions and missteps." It is a history of murder, violence, and suffering. I would say that the Gray Lady knows better -- but I've been reading the paper long enough to know that it doesn't.

It would take too many tweets to list all the times the US unlawfully invaded a Latin American country after issuing the Monroe Doctrine in 1823, much less wrongly assassinated or overthrew a democratically elected Latin American leader.

Amending the Rome Statute, as Trump would want it, it’s extremely difficult. Amendments from 10+ years ago only have 33+ ratifications. These are mendments not as controversial as what the US is asking. Need to know more? Shameless plug to my book⤵️ 📍

Let’s consider this for a moment: it would take several amendments of the Rome Statute, and 7/8 of States Parties ratifying the changes. Practically impossible, technically a non starter and judicially a no go. The ICC has jurisdiction over Venezuela.

Also of note: the Prosecutor controversially announced more than three years ago that the OTP would not investigate US actions in Afghanistan. So not sure where that demand is coming from.

The ASP and the OTP have rejected the idea of dropping the arrest warrants, and amending the Rome Statute to exclude non-state parties will never happen -- 7/8 of states parties (108) would have to approve such an amendment.
