They also represent 0.2% and 0.1% of total state expenditures on all public services during those years. The data show manageable fiscal effects alongside substantial gains in parental choice and flexibility.

These net costs of $178 million in year 1 and $118 million in year 2 represent just 1.1% and 0.7% of total K-12 funding from all sources (local, state, and federal) for Arizona public schools, respectively.

The net fiscal impact from expanding Arizona’s ESA to all K-12 students in the state decreased in the program’s second year as the share of ESA students who are switchers increased. This has led to a greater portion of program costs being offset by state savings.

ESA students likely diverted from public school systems generated an estimated $146.6 million in state savings in the first year, offsetting 45% of the total cost. Switchers generated state savings which offset 71% of the second year’s total cost for universal expansion.

In the following analysis, I estimated that the net cost (total cost minus state savings) for ESA universal expansion was $178.3 million in the first year and $118.0 million in the second year.

Great article by @mlueken2. NH Education Freedom Account (EFA) families are heroic - often juggling two jobs, patching together scholarships, or stretching budgets just to keep kids in private school for a year or two. So when critics say EFAs are just for the wealthy because
Marty Lueken of @edchoice with a valueable analysis of Arizona's scholarship tax credit and ESA programs. Apocalyptic claims from **highly selective** fiscal conservative opponents (among other miscues) ignored the existence of the tax credit programs/🧵

"Almost all ESA students were already in private school." Reports underlying such statements miss important info: many students switch from other choice pgms into ESA (e.g., AZ, IA, NH). My latest examines data on Arizona's ESA pgm and this talking point. https://t.co/xFc8WpxIO0
