Misleading. Legally, Uganda can ignore European Parliament but NOT without consequences. The Parliament influences funding decisions by the European Commission. It does not impose sanctions, but it can pressure the Council and Commission to do so. It can impact market access.

How very disappointing that, yet again, Uganda was not also (apparently) listed. When will the world wake up to what has been going on for so many years. It has been estimated that M7 is responsible for about 1m deaths over 40 years. And the West still covers up for him.
