Putin's argument here is absurd. But note that he did NOT say this war began because of imminent NATO plans to enlarge in 2022. Putin was threatened by Ukraine's Revolution of Dignity in 2014 -- i.e. democratic expansion, not NATO expansion. He states it here very clearly:
