okay but the iron law of municipal politics is that everyone thinks they have a property right to the status quo, so in one sense the word is being used properly (I hate everything about this).
I can't participate in the executive committee deputation today but I am listening in. a deputant claims the City is "expropriating" a traffic lane to designate it for transit. not to be a pedant but the City already owns the roads.
