Archiving everything is easy - disk space comes cheap these days - but the guarantee of working well together places a burden on package maintainers. Without the possibility of retiring obsolete code our capacity would be quickly exhausted, and little progress could be made.

A nice moment to make distinction between the dual roles of CRAN: - a repository of record, where all versions of all packages are archived til stars are darkened and sun ceases to shine - a repository of current, carefully curated set of packages known to work well together
So much for all your R code always being reproducible. Seriously, this is a major issue. Most scientists use R for a project and expect their code to work when someone tried to reproduce what they did. Removing older packages from CRAN is not a great solution.
