Presumably the whole “ Azerbaijan will join the Abraham accords” is a ruse to cancel decision 907. Legislated in 1992, under pressure from the Armenian lobby, it slaps sanctions on Azerbaijan and is an obstacle to American-Azeri trade.
2. Per Reuters: "officials believe a peace deal between Armenia and Azerbaijan could prompt negots on the entry of Azerbaijan into the Abraham Accords.". Nevermind that Azerbaijan has relations with Israel, and is neither Arab nor a Middle East state. WH is looking for wins.
