Gaza (and the Sinai) were occupied in 7 days in 1956 and 6 days in 1967. Israel hasn't occupied Gaza for 2 years because it doesn't want to be responsible for feeding, educating and supporting the population, it just wants to expel them (and will kill them if it can't).
The likely costs of an Israeli full occupation or annexation of Gaza so vastly exceed the benefits that the only possible explanation is Netanyahu’s desire to preserve his coalition. That would also explain why government pursues it even as so many former IDF and Mossad leaders.
