Toronto Prosecutors have dropped Careless Driving charges against a motorist who ON VIDEO ran a stop & hit a cyclist on Shaw Street (cyclist had no stop & it is a contraflow lane). The driver entered into a plea deal with the prosecutor, accepting a fail to stop charge 1/3
