Rec 3: Non-nuclear states can help too: isolate violators, strengthen export controls, and support the CTBT’s monitoring system. A stronger, better-funded IMS would boost transparency, deter hidden tests, and reinforce the norm.

Rec 2: The US and other nuclear powers could issue a joint statement against nuclear testing, even if broader nuclear arms talks stall. Highlighting the massive financial costs - as shared interest- could also deter reckless actions.

Rec 1: Recent breaches of the nuclear testing norm can't be ignored. The US should respond calmly, isolating violators, avoiding escalation, and prioritizing stability. Testing brings little technical benefit but high risks.
