Interesting to see it laid out like this. More generally I think this is one of the main uses that NGOs have- stuffed full of labour loyalists who can be called in to provide expert advice on legislation & are treated as sacrosanct or objective despite being anything but
This is maybe the biggest smoking gun in the leak (to mix metaphors). It’s a plan for how to “control” legislation, partly through “advocacy groups”, without the difficulties of consulting the electorate and the Labour party.

Jury trials represent about 3% of the backlog. Lammy is, basically, lying about the justification for this.
Almost 80,000 court cases are held up in the Crown Court backlog and behind every delay is a victim whose life is on hold. We’re going to change that. Later today I’ll set out a plan to modernise the system and make justice swift and fair.
