Yes. She is seeking an order that would bar any other entity, besides the White House, from preventing her from doing her job. So it's the normal convention for the agency to be sued, along with the agency head.

President Trump is right about the threshold of “for cause” removal of Fed governors. Lisa Cook is going to lose this case—and it is not even close. The test is simple: the president must explain to the Senate why he is removing a Fed governor. That’s it.
