In the end, it's the final trap: new immigrants do not qualify for federal housing / health subsidies, and so @comcast also does not give them discounted internet because the only way Comcast believes you're low-income is via federal subsidy docs.

I'm helping someone correct an application for @comcast Internet Essentials -- and it's a nightmarish loop of automated systems -- had to repeat the same loop six times (angrier each time) before I got a human. How anyone with kids and busy schedules does this I truly don't know.
