It sets the tone that Scott isn't a good guy, and how messed up he is, because he sees nothing wrong with it at the time.

From what I remember coming out when it was being filmed, the Red Light Green Light game was outside in the cold and took forever. The Red Lights were full minutes. People began passing out, and those that would help would be eliminated. Even people standing still were pulled out

Being a conservative engaging in media must be tiring.
You have to convince yourself that the media you watch doesn't have any deeper meaning than the plot itself, and the other half, you have to intentionally close your eyes and plug your ears when it's not what you like.

Netflix had specific people and groups that they wanted the show to focus on from before filming started. To the point that "back ground players" didn't even have functional mics or cams on them.
Those that weren't needed later had their flights home scheduled earlier.
