Using a phone whilst driving, is not illegal, as long as the driver isn't holding it, and is driving safely. 📱
Filtering inconsiderately whilst riding a bicycle, is definitely illegal and should be dealt with by the police and courts. 💯

It's really weird that you don't support someone who is literally going out of their way to keep your property and livlihood safe.
Using a phone while driving is against the law. Why would a so-called "professional driver" be unhappy at people being reported for doing this?

Cross border hiring is completely legal, and the police, VOSA and licencing officers can always inspect vehicles, no matter where they are licenced. ✔️
Safety standards are important, especially to PHV operators. ✔️

Typing an address into a mobile phone whilst driving is not a motoring offence, as long as the driver is driving carefully and appropriately for the road conditions, and not holding the device in his/her hand.
What you do in London is irrelevant, the law takes precedent. 💯
This taxi driver was not so good on the way back. He was typing in our address whilst driving, and showed impatient driving and with a poor attitude. Yeah I did tell him what I do in London.
