It's an autonomous idiom spoken primarily by ppl of a particular race and nationality. It is a language whose vocabulary differs from generally spoken English; no different than Spanish or Creole.

Also, college tuitions weren't a thing until Black people pushed for equal access to higher education in the late 60s. That's when then-governor Reagan pushed to have fees associated with college, hoping it would keep poor Black people out of the all white universities.
