I have seen 2 bear mkts as an analyst/trader . Never have I seen retail spouting " buy in tranches at dips and accumulate, you will get great returns in a few years " so early in the bear market.
A bear market bottom is marked by hopelessness. Hope is not a sign of a bottom.

One piece of advice to all budding traders. Read the classic books/texts on the subject rather than looking for instant gyan from self proclaimed experts on social media. Majority do not have conceptual clarity on the basics. Make the effort of reading books , it's worthwhile
