To be so far apart, Shapiro and Atkins had to know last year that they likely weren't going to get a deal done. And yet they didn't deal him at the deadline or over the winter when they had a year of control to offer and a far more valuable trade asset.

Today’s delay buys time. It doesn’t end the threat. Canada needs a New National Policy of nation-building: dismantling internal barriers, welcoming investment, building new infrastructure, ending business-bashing and regulatory paralysis, and taking our resources to the world.
