FWIW, a LEO source's first reaction to this incident asked the same thing: What training recommends a phone in hand, drawing a weapon, standing in front of a running vehicle?
This isn't from a body-worn camera. This is from a hand-held phone. I have been around a lot of LE over the years, have never seen a LEO videoing a traffic stop, in part because officers are trained to keep their hands free if they believe they're in a dangerous situation.
