This would indicate the failure happened very rapidly and without initial secondary indications. If the engine had been coming apart prior to V1 they would have noted decreased thrust, yaw towards the failing engine, and other indications of reduced power.

I spent 20 years in the military, a good chunk of the time directly supporting procurement. Not once did I ever submit a requirement for "peacetime." In fact, the unitary focus on building to defeat peer adversaries hurt our ability to support GWOT.
