The Supreme Court just declared one year mandatory minimums for possessing/accessing child p*rn unconstitutional, yet again on the basis of "reasonable hypotheticals." Unbelievable - something needs to be fixed in our judiciary.

It actually makes things more uncertain for proponents. Cabinet can undesignate a project just as easily as it can designate one (both through OIC). So one day you could be “deemed” and the next you could not. Where’s the certainty in that?
