@MichaelCLFields Weird. This is exactly the same language change that was made in Initiative 271 in 2020. It qualified and this argument was never made then. "with no added taxes or surcharges" is an awfully odd sentence fragment to have hanging out in our constitution.

Bell Policy has claimed that the $3.25B revenue increase is “incidental.” And that taking away TABOR refunds and putting fees on income is “a technical drafting issue.” Hard to believe, Scott. Especially when they are still pushing this same measure through Title Board.
