Instead of giving the rich $2,500 to buy electric cars, maybe @GovNL should have offered the same rebate on e-bikes so more of us could catch a break from paying for gas.

Interesting difference in terminology - the Gov of NL is saying the old Upper Churchill Contract is being "ripped up", Quebec is calling it a "contract renewal to 2075".
The Churchill falls deal is non binding ageeement to replace thee existing Upper Churchill Contract with a new deal that would raise electricity prices to NL from .2 cents a kilowatt hour to 5.9 cents.
