I thanked the parents (and in some cases grandparents) for the great work they have consistently done in taking care of these children amidst very difficult circumstances. I implored the children to go back to school and work very hard to see that they make their parents proud.

The law gives power to particular people to effect arrests and prescribes the mode in which the arrests are done. Any other mode of arrest by whomever is abduction and it's criminal.
