But also, exactly how many years of taxing are we expecting this to be viable for?. Given folks' timelines, 2 or 3 years of a narrowly defined, 25% tax credit may not be sufficiently motivating.

Seems like a decent incentive structure. That being said, I don't see why the tax credit couldn't be higher if it is limited to the specific category of investment. Also, maybe include minimum threshold and increment for the "exceed" requirement.
