They have no conceivable intellectual property rights in public archival material, and even if they did the use of the material by Ontario or anyone else would be lawful fair use.
FYI The Reagan Library placed no “use restrictions” or “access restrictions” on its video of Ronald Reagan’s radio address condemning tariffs. Perhaps the new MAGA board that controls the foundation now wants to read its own terms of use.

Guys, pls stop with the "Ackshully Reagan loved protectionism" BS. Yes, he imposed some narrow tariffs (they were bad). But he generally supported free trade - esp with Canada! - and opposed protectionism. The exact opposite of Trump. Here's his 1988 State of the Union Address:

People say the rule of law is under threat. I think that’s true. But what exactly 𝑖𝑠 the “rule of law”? I argue here that judicial engagement is essential for the rule of law. But more importantly I try & tease out a bit of an answer to that inherently contestable question. 1/

Indeed, it's shameful there was no effort to constrain executive power after the first Trump Administration. (@jacklgoldsmith and Bauer offered a blueprint.)
@Tim_Walz The progressive movement amassed power in the executive branch 100+ years. Trump is abusing some of it from my point of view, but not from yours. And now that you put it there, article 2 section 1 vests it in the president. So congratulations or whatever
