IBAS should be no where near being a safer gambling ombudsman. They are not independent, have turned away 1000s of consumers wrongly directed to them for ADR for social responsibility failings. Complicit in complaints cycle of unaccountability. Concerning to see @OmbudAssoc there

Why would financial checks increase problem gambling Matt? The very reason that all this affordability mess has come along is the ridiculous implementation of these. Self regulating doesn't work.
Plans for financial checks will damage horseracing and increase problem gambling. Any jockey knows when a race is going wrong. It is time to return to the stalls on this one and start again.
