Thousands of foreign companies are yet to be fined for breaking a new UK transparency law. The BBC’s Data Journalism team (@nassos_, @HarrietAgerholm + @willdahlgreen) found fines worth up to £1bn have not yet been imposed - including firms with links to Russian oligarchs.
