The Rules and Bylaws Committee of the DNC unanimously approved proposals by the Hawaii and Kansas state Democratic parties to allow voters to cast ranked choice voting (RCV) ballots in their 2020 party-run presidential primaries.
The states of Hawaii, Kansas, Wyoming and Alaska will use

for their Presidential Primaries. We are helping w/ voter education in those states. They will act the same as a caucus in that voters can have backup choices, but won’t need to spend hours in-person.
I’m not sure of the value of caucuses over primaries. They seem to suppress turnout, add complexity, and put pressure on state parties to conduct operations that they are ill-equipped for. Ideally we would use a more straightforward process that includes ranked-choice voting.
