The biker is clearly at fault, however,let's consider him as a stray cattle on the highway.
I see the following mistakes by car driver:
1. Not keeping safe following distance
2. Overtaking without visibility infront

Can water level gauges like these be kept at all underpasses?
Once the water level crosses the threshold,it should be barricaded.
This can be converted to digital signal too which automatically turns on red light when water level breaches threshold.
