Ukraine Armed Forces are adapting their targeting cycle and High Payoff Target List execution from Russian logistics and command and control to Russian Air Defense in preparation and anticipation of F-16 deliveries. Setting conditions!
Russian sources report that overnight, Ukrainian forces targeted multiple Russian air defense installations in occupied Crimea with US-supplied MGM-140 ATACMS. 2 S-300/400 SAM systems and 4 radars were targeted in the Dzhankoy, Yevpatoriya, and Chornomorske areas.

UAF are doing well at “inverting the High Payoff Target List” during the winter fighting season. Focusing on targeting Russian logistics, command and control, and airfields will help set conditions and leverage a few intangibles mentioned by @LuteDoug. More LRPF will help.
With enough long-range precision strike capabilities, Ukraine can isolate the Russian occupiers by attacking their weaknesses (indiscipline, poor morale, poor leadership, logistics dependent on railroads) rather than attacking into their strengths of fixed defenses in depth.
