There's going to be one owner who turned out to be following the rules alone. He's going to get really mad and try (and fail) to take everyone else down, ending up as the only person to suffer meaningfully for all this. Like Mitch Kupchak being the only guy who wasn't tampering.

This is generally true, but I generally won't do electrical stuff. I know it's simple. People I trust have communicated how simple it is. I even put in a new range hood and wired that! With that said nobody ever burned their house down by being bad at paint, drywall, or caulk.
