The complexity is not necessarily the issue. The REAL issue is that the VA employs people who care more about protecting themselves and virtue-signal their stewardship of taxpayer dollars than applying the law as it is written and how the programs and benefits were intended to

Alternatively, "Black political power" that is assumed to be directly tied to being a Democrat/Progressive is actually viewpoint discrimination towards Black Republicans, Libertarians, Independents, etc. (basically anyone who is black and not a Democrat).
