Typically, filing a pro se petition in the Supreme Court is a near-hopeless endeavor. Cert odds are very tough as it is, but when you don't even have a lawyer, it gets even tougher. But the Court did something interesting in this case, as it requested a response to the petition

Unfortunately, some of our largest states refuse to recognize the permits of any other states. They don't even recognize each other's permits, even though they are all similarly strict in permit issuance. The pain is the point, they WANT to make the right hard to exercise.
