The UCP should embarrassed at just how easy it is to show that their CPP interpretation doesn't hold water: "If applied to just AB + ON, then *more* than 100% of CPP assets would be req'd.".
Originally, some thought that's what this Section meant. Ontario Premier Robarts thought so. This was a potentially reasonable interpretation of the Act then. But it's less reasonable today. If applied to just AB + ON, then *more* than 100% of CPP assets would be req'd.
