Note - expulsion is different from the mechanisms by which INTERPOL / the Commission for the Control of Files can stop sates using the system, in individual cases or more generally. See this helpful explainer:

The General Assembly is two weeks away and it is hard to guess where this may go. A constitutional amend requires a 2/3rds majority. I suspect there is active lobbying going on to build coalitions etc. but very little of that makes it into the public domain.

The resolutions give little away. The outputs of the Working Group are not public. Opacity rules. But Russia did disclose in Sept 2023 that 'unfriendly countries' were trying to have it expelled: https://t.co/g9S0fxnW9U. So, it looks like the issue is still live.

Russia advanced some other resolutions, which are impossible to understand without the underlying reports which are not public. It looks like a "noyer le poisson" strategy to obstruct the other initiative.

There were calls for Russia to be expelled / cut off from INTERPOL. INTERPOL's General Secretariat took some measures but said (a) there is no constitutional basis for expulsion ( https://t.co/OVwi9FVqxB) and (b) membership issues were for the General Assembly (widely reported)

Background - After the invasion, Russia was expelled from the Council of Europe (March 2022) and suspended from the UN Human Rights Council (April 2022) (which it then quit). It also ceased to be a party to the ECHR with effect from September 2022.

Please can I direct you to the IMO email inbox where you will find my letter, detailed memorandum and evidence bundle (36 pages total). A letter of reply with an explanation of what the IMO can do to ensure Fair Treatment and a proposed course of action would be welcome.

So @IMOHQ I fear your response referring me to a generic FAQ page with a welfare contact rather underlines the observation made by the UN Special Rapporteur in his report of Jul 23 (A/HRC/54/25/ADD.2) about the lack of credible human rights mechanisms within the IMO:

Dear @IMOHQ please see my communication on behalf of @SalamSiyaab, a seafarer held in Indonesia amid a dispute with the ship owner. We say the current restriction on his movement is contrary to the Fair Treatment Guidelines, Abandonment Guidelines and the ICCPR.

Dear @UNSR_Migration please see my communication to you (ref yi6ebokq) about this seafarer - a migrant worker - caught in the middle of a financial dispute between gov and ship owner. Real concern that the spirit of the @IMOHQ Fair Treatment Guidelines is not being honoured.
