Because culture is dynamic and constantly changing. The one you grew up with as a child or read about is different than the one that your parents grew up with and so forth. There is no singular culture. You see a snapshot of the change that occurs in your lifetime then you die.

The thing preventing this from occurring is that there is a forest between A) how a city looks and B) the policy, economy, & culture that makes a city look like this. People don’t realize a city design like this requires carless roads, banning SFH Zoning, etc.
Everyone apparently agrees we want our cities to look more like this. Everyone agrees it is apparently illegal to build like this in our cities. We ostensibly live in a democracy, so what *exactly* is preventing us from getting the outcome we all apparently want?
