What if the incentives are off ? What if we tie federal loan payments to % of grads with jobs as a metric. If the grads for a college aren’t getting jobs colleges get stuck with the bill or don’t get paid.

Or alternatively why not just use college to train the grads for the job ? I mean isn’t that the whole point of college now they’ve we’ve dropped the whole “liberal arts education” thing ?

There's a market failure here wherein firms don't invest in training because a trained worker can then easily leave, instead electing to only hire people who can already do the job (hence all the "entry level: 5 years experience required" postings).

This creates a feedback loop where Western firms get away with never training anyone, which in turn causes actual skill shortages domestically, which is used to lobby for more immigration and so on. Australia is the extreme example of this.
