US union groups, who have bashed NAFTA for decades, all say Canada should be part of the pact. Not one of them to my knowledge is calling on Trump to withdraw. Nor do I know of any union or auto manufacturer calling for a 25 percent duty on autos made in Canada.

The US implementing bill for the deal that created the WTO allows Congress to vote on withdrawal every five years. The House voted in 2000 and 2005 on resolutions to withdraw from the WTO and both measures failed overwhelmingly. No lawmaker even asked for a vote in 2010 or 2015.

Kind of hard to invest the energy to learn about the seven areas of ag negotiations covered by the draft WTO text when I'm so very skeptical that anything that might be decided will make any difference on production or trade flows. But I guess I'll try.
Hey gang! Remember this Trump quote from 2017, talking about the NAFTA negotiations? "We have a very outstanding trade relationship with Canada. We'll be tweaking it. We'll be doing certain things that will benefit both of our countries."
So, Trump said today that imports of autos and auto parts do not pose national security threat, but the U.S. balance sheet does. Does that mean he can impose Section 232 duties on anything he wants? No answers on that front from Commerce or White House.
