In Sweden and Singapore, rent controls came with huge public building drives. I know less about post-unification Germany, but afaik rent caps coexisted with deregulated (and tax subsidized) private-led construction.

Look at postwar New York City: massive public housing and Mitchell-Lama developments, tons of private housing construction with rent freezes and stabilizations.

All the "very smart people" are dunking on this but it's perfectly consistent to propose freezing rents on many existing units temporarily while making it easier to build — short-term stabilization doesn’t preclude long-term supply expansion.
