So what you do in this case is buy a water-based air conditioning system. Instead of blowing out hot air out of your apartment, it’s connected to your water pipe system and warms up cold water. You cool your house down that way, they cost about 9k€+, so are more expensive than.
My friend @csonotes now lives in a tent in his house in Portugal with a mobile AC unit in front. Because his neighbors will not allow him to install a real AC in the building. This is a common problem in Europe, where often AC units are banned by HOAs or historic building rules
