In BOTW Link is quite talkative and even has a witty sense of humour. The reason he doesn't usually talk much, explained in Zelda's diary, is that he doesn't want to set expectations on himself for people around him. So at least BOTW Link, he's for sure not mute lol

I've actually started killing guardians straight up with one single ancient arrow and it's SOOOO satisfying. All the other mobs are 1000% more annoying than guardians now lol...
