It’s a system failure. Emergency Department crowding is caused by multitude of other factors such as: shortage of doctors, patients on wait lists returning repeatedly to the ER, drug users. You can’t fix Emergency Department in isolation and expect healthcare to function
I have spent years constantly warning that this was an inevitable occurrence unless ED crowding was addressed. When I was interviewed on a Winnipeg news broadcast about this, I was later told by a hospital administrator that the interview was ‘not helpful’

It’s a multidimensional collapse, from doctor shortages to long wait lists.
I believe it is fair to call it a 'collapse' of the emergency system when on a regular basis critically ill and injured patients cannot be seen in a timely fashion.
