While Japanese police arresting 13yo kid for posting JavaScript infinite-loop snippet is appalling, what's fundamentally broken there is that the police decides what is legal and what is not. That's not their job.
Do you remember that person claiming that everyone should use use English, and says the Chinese Perl book project is useless? He now works for Google and tries to stop people from translating documentation to make them more accessible. What the hell.

We have to realize that being able to study English is a privilege, and it's wrong to require English as a skill to start programming. We should make programming more accessible, and that's only possible by eliminating the barrier, and not forcing everyone to use English. 3/
