Should be an entire zoning section dedicated to community-oriented artmaking - stuff like this is LOW hanging fruit.
One of the highest ROI investments a city can make is free recording studios. Run them at a loss, use behringer gear, bolted down. The main amenity is just sound treatment and space. Will keep the youth occupied and lead to actual interesting music for once.
