How? I don't think anybone expected Sanji to get such a major role in an arc down the line. There were some hints, but here Oda is constantly reminding us of Usopp + Elbaf, its connected to fulfilling his dream. If he doesn't get a major role, thats ignoring his character writing
Just a reminder that the Strawhats, aside from Sanji, got major character developments in pre ts. Anyone who expects Elbaf to center around Usopp is either dishonest or ignoring the story
